What is the difference BQ25890 & BQ25895, which one is the recommended for new design.

The two devices are very similar. The main difference is that the BQ25895 is designed for OTG output at PMID instead of VBUS. This can be useful for battery pack applications or similar systems. BQ25895 also has an OTG output current of 3.1A (the BQ25890 has 2.4A OTG output).
