Had you successfully programed the UCD9090A in the past with the same tool?

What kind of tool is used here? Have you tried TI Fusion GUI to see whether this is tool related?

The reason i asked is that tool shall not check the ROM version to program configuration file. 

Please share your configuration file.

Could you try below to see how the device responds?
