Where is your TEC module? Input side? Where voltage is 8Vdc? You can draw a diagram to explain your question, thank you!
Treat TEC as a 2 ohm power resistor. 8V from a buck-boost converter. I want to verify if TPS54625PWP can sink current in general. My specific case is not important.

54625 should support sink current due to it works FCCM mode.
What's sink current requirement for your application?
For discharge, you may read 11.5 at page7 in datasheet.
