is the 1% resistor accuracy will make the same TPSM82864A accuracy as the 0.1% resistor accuracy?

Hi Zeev,
No, the VSET resistor's accuracy does not influence the output voltage accuracy. Section 8.4.4 in the D/S explains about the VSET pin and the R2D converter. This section links to my white paper (https://www.ti.com/lit/wp/slyy180/slyy180.pdf) which answers your question in the "Tighter output voltage accuracy" section.
You must ensure that the VSET resistor remains within the required 1% tolerance (with 200 ppm/C temperature coefficient) stated on page 4 of the D/S.
