'1' corresponds to PFM mode where MODE/SYNC pin is set low. '2' corresponds to the FPWM mode where MODE/SYNC pin is set high.

Thanks for reaching out to us.
The IC can operate in two modes of operation (PWM and PFM) depending on the MODE/SYNC level. It is described in detail in Sec. 9.3.2 of the datasheet (see figure below).
Anyway, I placed an annotation on the efficiency graph to differentiate the mode of operation of the two sets of efficiency curves.
