Thank you for reaching out.
Case A:
The amount of current when the device is not switching it means the Vout is supplied by the Cout in this case.
Case B:
When the STOP=high, the converter stops switching means the internal control circuit is on hold, but the current is continuous, so that is the reason it takes very less time for the converter to ramp-up the Vout when you pull STOP pin from high to low.
