TPS22913: Quick Output Discharge

Hello all,
I have a question about the TPS22913B.
Is the discharge transistor responsible for the output discharge always active when the ON pin is 'L'?

I would like to know, if the discharge FET is active or not when the power is off, and if there is a permanent 'load' on VOUT.

Nils,

As long as there is power on VIN and the ON pin is low, the transistor is active and the quick output discharge is engaged. If the VIN pin is unpowered then the QOD is not engaged (or rather undefined) and if there is power and the ON pin is high then the QOD is not engaged.
