It means ambient air temperature. If you look at the electrical specifications table top-line, you will see that the electrical specifications table covers junction temperatures from -40C° to +125°C.
TI recommends using the part with an air temperature between -40°C and 85°C and a junction temperature between -40°C and 125°C.
