Yes in the typical BMS architecture, the bq79600 is used as the base/bridge device which sits on the LV plane with the host MCU. Then it can talk over daisy chain twisted pair communications to bq79654 stack devices on HV plane. Technically bq79654 could also be used as the base device using UART if configured properly (review datasheet closely) but we recommend using the bq79600 to properly isolate the LV to HV planes and 600 can also support SPI protocol to MCU as well as reverse wakeup feature.
