BQ33100EVM-001: Capacitor Balancing not working

We're using BQ33100 IC for balancing 5 super capacitors. Initially all the capacitors was in balanced condition and we discharged one of the capacitor to create an imbalance. But even if there is noticeable difference in cap voltage the IC is not initiating balancing. As per the datasheet balancing starts when • The [FC] flag in OperationStatus has been set AND • ΔCapacitorVoltage5...1 ≥ CB Restart. CB Restart is set to 800mV. We have enabled the voltage balancing by sending 0x21 using manufacturer access.

   

Also we cant change the data flash parameters. Dataflash value are reset to default values after each update.

  • Overvoltage safety flag is set. That can prevent writes to data flash.

    According to datasheet 8.3.2 Capacitor Voltage Balancing

    Cell balancing is disabled when Operation Cfg[STACK]=1

    Im really stuck in this problem. I tried to change the data flash values in a new EVK board, only connecting the system power. I gave 12Volt of system voltage. Now no safety conditions are met. But I cant write the data flash. It keeps returning to the default value. I just wrote the desired value to the field in the dataflash window of BQEVSW and hit the write all button. Am I missing anything in this. Is this the right procedure. Is there anything additionally needs to be done. Please help

    Your voltage is 0mV, you are not meeting the requirements to update data flash:

    Please check section 8.5.3 Data Flash and make sure the Voltage() applied is higher than the flash update OK voltage.
