LM5117: Current monitor pin voltage does not match with the real Iout

I'm using LM5117PMH/NOPB to provide DC output + purely resistive load + DAC as the feedback control. From the datasheet, I found the current monitor pin formula. 

I simplified (I_peak + I_valley) to (2 * I_average_out). As = 20 constant and Rs = 24mOhm in my case. My Vcm = 1.61V, therefore, the calculated I_out = 1.68A. However, the real current output measured by e-load is 3.13A. Do I have the wrong formula? 

Here is my test condition: Vin = 48VDC, Vout = 40.6VDC, Iout=3.13A. Even if I reduce the output voltage and current to 20W, the Vcm is still wrong. My schematic is given below
