My customer found that the TLV70450DBVR and TLV70450DBVRM3 have different thermal resistance.
Does it mean the new chip has the structure with higher thermal conduction capability?
Is the new device power consumption almost same as the legacy chip?
Should I recommend my customer to use new chip after all?

We do recommend the customer use the new chip. The new chip thermal performance is better; however, power dissipation will not decrease as that is a function of inputs, outputs, and current:
