TPS563211: Enable biased when VIN no power

Hello support team,

Customer inquires TPS563211 usage. Due to their power up sequence, Enable is biased before VIN power up. Can TPS563211 accept Enable bias even if VIN 0V? Datasheet looks like to be fine, but please let me double check. Concern is if ESD protection has any risk to turn on with the setup.
