We are using TLV62130RGTR in our product, we have requirement to use 2 9V battery (9V MN1604 / Size: 9V (6LP3146) ) in series it will become 18V. Is it safe to use 18V since max recommended 17V ??

Hi Ashwath!
It mostly depends on your layout, you need to double check the voltage spike of VIN and SW during output hard short operation, and make sure this voltage will not exceed the abs voltage in DS.
When do test, you need to use >=500MHz bandwidth scope and probe with pigtail and directly touch each pin of the package lead.
