If the supply voltage fluctuates, or there is a voltage mutation, can you ensure that the light will not change, does setting the constant current output mean that there is a voltage fluctuation can also ensure that the light will not be affected?

Please make sure that DC supply is stable and there is enough capacitance on Supply pin to filter fluctuation. Small capacitor like 1nF on OUTx pin helps for stability.
