TPS22970: CIN and COUT Recommended versus No Placement due to Hot-Plug In-rush current limit.

The recommended CIN capacitors on my design (I have 3 load switches) are enough to fail my Hot-Plug In-rush current specifications (600mA).  All three need to be removed to pass in-rush.  About a total of 0.5uF of CIN might pass in-rush.  Over the rise time of the load switch, the current does not go past 150mA.  The circuit currently have no CIN and Cout - 0.1uF and appears to function.

1.  Since I can't meet the recommended CIN of 1uF per load switch, should I also not place the COUT capacitors?

2.  Should I still place CIN and COUT but proportionality smaller values?

3.  Any concerns with not placing CIN and COUT.
