LM2776: Wrong output voltage

Part Number: LM2776

I am getting Vout = -0.7V for the LM2776 part with the following conditions:

Vin = 5.5V

C between pins 5 and 6 = 1 uF

Cout = 2.2 uF

Any clues what might be happening here?
