I2C could do after the enable. The power sequence could be re-programmed by buring the EEPROM as well.

I mean that why only TPS65132Ax is different from versions? Could you help to explain it with more detail?

We designed the Ax for those customers who want to program the output voltage before VPOS and VNEG ramp up, but without burning the EEPROM.
Other versions are designed based on different customer requirements because they might use it in the MCU less application.
