I wired-up this Low-Dropout regulator per the Typical Application Circuit on page 49 of the datasheet Figure 8-27, and set the resistor for pin 7 to 26.7k ohms which should set the output voltage to 4.0V, I am getting 4.7V out and changing the resistor (NR/SS) to 24.3K had 
no effect on the the output voltage (stayed at 4.7V), see below my schematic, I did the layout per the datasheet and all the connections are per the schematic
