Larger than 120 ohm for R1 is okay, if the load current used in the system remains higher than 10mA.
As said in 9.2.2 10.42 mA of current will flow through R1, because R1=120 ohm. The minimum load is 10mA to operate the LDO as shown in the table below.

Is output is independent on input because for the calculation of R2 There is no used of input voltage

Yes, R2 would be independent of Vin, but please ensure that Vin is within specification.
