That is the datasheet i'm looking at

UC2854B-EP SOIC (16) 10.30 mm × 7.50 mm
RθJC Junction-to-case thermal resistance High: 73.1 °C/W and Low: 111.6 °C/W. What does High and Low mean? AND do you have the theta jc and ja reversed on your datasheet?

Thanks for your patience, I reached out internally to see if I can find more info. Unfortunately, a lot of this part's history can no longer be traced back.
I was able to find the original datasheet which does show that JA>JC (See pic below).

I am unsure what high and low means, but would suggest designing with worst case scenario.
