The one with higher voltage on both the input port should be given priority. but not given datasheet and evm module sheet.

While we are able to provide clarifications on operating modes in the datasheet, you're going to have to be more specific. The 9.4 TPS2120 Device Functional Modes section of the datasheet describes, in detail, the mode you are asking for.
