TPS61027: Strange power output Issue

Dear TI Community,

I have a strange behavior from my TPS61027 and I appreciate if someone could give me a guide to fix this issue. I attached the schematics below:

In this schematic, please ignore JP2 as I short its connection between the terminal J4 and the circuit. TPS_EN is pulled high. /PS is pulled high.

When I measured the voltage of Vout and GND, I notice that the sum of my input supply and the Vout and GND equals 5V. For example, if I have my supply to J4 to be 2.2V, the output will be 2.8V, if J4 voltage is 2.6V, the output will be 2.4V.

This behavior is strange and I did replace the chip TPS61027 with a new one but the problem did not improve.
