BQ40Z80: Absolute undervoltage cutoff

I am looking for some clarification on the cell undervoltage levels. Specifically, are there absolute minimums built in that cannot be bypassed? Or is it possible to completely disable the undervoltage cutoff by clearing all the protection and permanent fail bits. Also, it seems that the cell undervoltage threshold ( of the TRM) can be set to 0mV. So this would also effectively disable the check. Am I interpretting this correctly?
