LM74502-Q1: It does not power up if there is a load on the output

I'm using the LM74502-Q1 in fig. 10-2 "Typical 24-V Battery Protection with Two Uni-Directional TVS" I have OV with 270K - 10K & UVLO with 680K - 43K This gives me thresholds:

UVLO Falling 19.17V
UVLO Rising 21.02V
OV Rising 35V
OV Falling 31.92V 

I've found if I have a resistive load of 15Ohms on the output is does not power up. IF I remove the load is then powers up, if I then replace the load it's fine.

If I remove the bottom ULVO resistor & the top OV resistor it makes no difference. If I increase the input capacitance it makes no difference.

I tried the same with an electronic load even set to 100mA
