We found TPS62A06 abnormal star up before EN<1.2V, is it normal?
Any condition may cause Vout early rise up?

Yes, this is how it should work. You must drive EN above 1.2V to ensure that EN is high. But normally, it will be high below 1.2V.

No, this is not specified and can vary greatly based on the device or temperature, etc.
