LM2611: Input Current confirmation when device start

Hi Experts,

LM2611 is mass production on customer side. There is a issue when they testing it:

1. When the supply voltage under 2.5V(less than the minimum working voltage), the the SW is short to ground, is it the normal status for this device?

2. Customer is using LM2611 to change 12V to -12V, when the input current less than 1.0A, the output is normal, but the Max input current is less than 0.9A, the output will short internal. Could you help to check if this CUK need more than 1.0A start current? Thanks.
