TPS82085: About the internal 400 kOhms pull-down of EN pin

Hi,

The datasheet says "This pin has an internal pull-down resistor of typically 400 kΩ when the device is disabled." I think it means, when I pull the EN down to below 0.4V, the pull-down will take effect, right? Then why use such a 'dynamic' pull-down here?
