TPS82085: About the internal 400 kOhms pull-down of EN pin

The datasheet says "This pin has an internal pull-down resistor of typically 400 kΩ when the device is disabled." I think it means, when I pull the EN down to below 0.4V, the pull-down will take effect, right? Then why use such a 'dynamic' pull-down here?

    Yes the EN pull down is active only when EN is low. This is done as a precaution to prevent the EN pin voltage from floating.

    It is turned off when EN is high to prevent leakage currents into this pin.
