TPS65987D: Why TPS65987D working in Vsafe5V mode

Dear Member：

I designed a USB-PD source board using TPS65987D, and now I want to connect this board to TIDA-050014 to change the output voltage. However, the board can only output 5V voltage currently. The results observed in debug mode show that VBUS is operating in vsafe5Vde mode, and continuous soft-start requests are being received.

Could you please tell me what might have gone wrong? I'll attach the debug screenshot and configuration file below.
