I am currently designing a customer's circuit. If VIN is lower than the voltage set on FB, is it okay to think that VOUT will be output at around VIN x 0.95? Also, will any problems occur if I continue to use it in this condition? please teach me.

Hello, the duty cycle is ~95% max. So Vout will be 95% of Vin, minus the additional voltage drop across the power FET and buck inductor (related to ouput current).
It is an acceptable use-case to use the device in this fashion.
