The watchdog feeding signal is normal, the power supply is normal, and the manual reset is normal; The principle is to keep the watchdog reset at a high level and turn Q12 off. The Q7 gate is at a low level to supply power to the rear. As long as the watchdog is at a normal high level, it will continue to supply power. Once the watchdog is not fed, the power will be turned off. The current problem is that the watchdog is feeding the dog normally and the power supply is also normal, but the reset remains low;

    Thanks for your question and providing all the details of your design. 

    If you look at the device comparison table, TPS3823 has push pull outputs, and I don't think you need R128 and R130. 

    Can you please clarify which output configuration you have in this board?
