Is there an particular reasons for using 27.4 kOhms value ? any value for this resistor, satisfying Vo-Vin relation can be used, right ?

Thanks for your time, Can we use this simple arrangement of tl431 to get constant 2.5V ?

Yes this configuration will simply provide 2.495V.
