TPS63900: TPS63900 supply current?

I am utilizing the TPS63900 in my current design and have a query regarding its operational current consumption. In idle (no load)  condition, the TPS63900 consumes 0.3uA. However, when a load is introduced, it appears to draw a comparable amount of current to that consumed by the load itself. I have constructed a load comprising resistors with values of 300 ohms, 600 ohms, 900 ohms, and 2.97 Kilo ohms.

 Upon driving the load with and without the TPS63900, the following results are observed: (TPS63900 is set at 3.3V output)

I am seeking guidance on understanding why the regulator introduces significant additional consumption in this scenario.

I am using NRF Power Profiler kit II for measurement.

    The only difference with/WO TPS63900 is it will cause additional consumption because the efficiency should not be 100%.

    You can take the efficiency graph below as ref.

    In you measurement, seems the actual efficiency is much worse than picture above. not sure what happened, you sch and layout are good for me.
