I want to implement a design from 3.5V to 2.2V with LM1084_ADJ, load current is 2A 。

Hi Alex,
The dropout of LM1084-ADJ is max 1.6V at 5A load and across junction temperature range of -40C to 125C. Actual dropout will vary based on conditions of your system, most notably temperature and load.
Based on Figure 5-1, "Dropout Voltage (VIN−VOUT)" in the datasheet, dropout at a 2A load current would be just under 1.2V. So yes, a voltage differential between IN and OUT of 1.3V (3.5V IN to 2.2V OUT) will satisfy the necessary dropout condition given the provided operating conditions.
