UVLO 12V means Under 12V+GND or Under 12V+VEE?
Customer use case on Servo (ucc23513 drive IGBT). the UVLO 12V is means VCC drop from 15V to 12V or VCC drop from 15V to 4.5V (12V-7.5V)?

The UVLO is for the total supply, which in this case is 15V +7.5V = 22.5V. There is a version of this gate driver, the UCC23514E, that does have an emitter pin for UVLO reference. Other gate drivers such as the UCC5390E have this feature as well. That way, you can more accurately lock-out the undervoltage of the turn on voltage.
