TPS2595: Recommend CIN value

When I read through the datasheet, there are multiple locations mentioned the CIN recommendation:

1. The TPS2595xx devices are designed for a supply voltage range of 2.7 V ≤ VIN ≤ 18 V. An input ceramic bypass
capacitor higher than 0.1 μF is recommended if the input supply is located more than a few inches from the

2. Use a low-value ceramic capacitor CIN = 0.001 μF to 0.1 μF to absorb the energy and dampen the transients.

3. For all applications, a ceramic decoupling capacitor of 0.01 μF or greater is recommended between the IN
terminal and GND terminal.

As you can see, there are some conflicts. I wonder why in point 2, there is a max range for CIN here? What's the consideration?

    I will put in simple words:

    We only recommend some small cap at VIN pin for decoupling. Customer can choose as low they want and as high as they want. We do not have any constraints from our side.
