Planning to use TPS7A39 dual regulator.We need +5V at OUTP (pin10) and -5V at OUTN (Pin 6). Below is the questions:

1.Do I need to give +12V @INP (Pin 1) and -12V @INN(Pin 5) ?

2.If I give +12V @INP (Pin 1) and -10V @INN(Pin 5) ,then  is it possible to get +5V at OUTP (pin10) and -5V at OUTN (Pin 6) ?

3.With any input voltage range ,Is output current is 150mA available at both the  channels?

    Yes you need to give the device a positive input at INP and a negative input at INN. 

    2.If I give +12V @INP (Pin 1) and -10V @INN(Pin 5) ,then  is it possible to get +5V at OUTP (pin10) and -5V at OUTN (Pin 6) ?

    Yes. |VINP/N| just needs to be greater than |VOUTP/N + VDOP/N|. 

    3.With any input voltage range ,Is output current is 150mA available at both the  channels?

    Yes, with the limitation being the total power dissipated in the device.
