Hi Ohad,
For Vout= 1.8V, the minimum recommended Vin is VIN = VOUT(nom) + 0.5 V = 2.3V.
As mentioned in Note 1 of Section 6.3 of datasheet, "no BIAS supply is required when the VIN supply is higher than or equal to 1.4 V. A BIAS supply helps improve dc and ac performance for VIN ≤ 2.2 V."
If BIAS is not used, the BIAS pin could be left floating or tied to ground.
