Please clarify your question: is the input line frequency higher than 10kHz, or is the line voltage higher than 10kV?
In either case, TI does not have a boost-PFC controller that can function with a 10kHz input frequency or a 10kV input voltage.

All of our PFC controllers are designed to operate at 50Hz ~ 60Hz nominal line frequency.
Most of them can also be used at Avionics frequencies from 400Hz ~ 800Hz, although waveform distortion is a little worse at the highest frequency.
I don't know of any customer who has tested or used a PFC controller at an input frequency higher than 800Hz.
