Can we use the VCC pin as a pull-up voltage (+5 V) for the optocoupler to isolate the feedback path? No external supply is provided at VCCX.

But the current requirement in our case will be around 15 mA. So can you please tell us, what is the maximum output current of each VCC pin?

Note the two VCC pins are tied together (there is only one VCC regulator). 15mA should be okay here, but note that this comes from VIN, so it increases IC power dissipation.
