It could be that you are using the 0.9 V version of the device. For a desired 3.3V, you seek TPS7A0333(xxx) where the 33 is the voltage output (in this case 3.3V) and xxx is the package you are using.
If you are using the correct version, could you provide a schematic of your system to understand how you are getting 0.89V at the output?
