After i received your answer I tried to use your webench, I set the state when the battery is plugged into the power input so I have from 2.7V to 3.8V, but it seems the TPS552882-Q1 can't work in this range and provide 5A. please help me out with this.

    The Webench is not so smart, from the bench test result, it is ok to operate with Vin: 2.8V-5.5V, Vout=5V, Iout=5A. Please fill in the Calculation Tool and send the schematic to us for review when finished.

    And note that:

    1. Since this device has Vin UVLO function, the maximum input rising voltage is 3.0V, it means if the Vin start up voltage is 2.8V, it could not satisfy the Vin_UVLO voltage so the device can't output. But if the device has already finished startup, the Vin falling voltage can support 2.7V.

    2. Since the Vin is only 2.8V with high output power, with some transient loading, the input voltage may be pulled down and smaller than 2.7V, it could cause the device shutdown because the maximum input falling voltage is 2.7V.

    I'm worried if we use it and then our device it does not even start up. because I checked in this forum and it seems many people faced problems with this IC regarding the current can provided.

    Please see my notes above, if you can satisfy the Vin_UVLO and EN_UVLO voltage, then the device can output. And because TPS552882 is non-I2C version, it doesn't need I2C communication to enable this device.

    I don't know where you found this device can't provide the output.

    Well maybe, some issues with other people's designs as long as you are sure that will provide 5A for both cases 5V and 3.3V output for 2.8V--->5V input that is fine. 

    My question now is is it better to use 400Khz or 2Mhz design?

    400kHz switching frequency is recommended for higher efficiency.
