I am finding figure 9-3 possibly inaccurate, and I am having difficulty understanding how the "decoder" section works.

It shows the battery voltage input as 0.8 * vbat.

and vref as vbat_request ?

There are x5 inputs to the decoder and 3 outputs.

For such a detailed drawing it leaves many questions.

The description of operation does not seem to work without additional information.

Can anyone explain ?

    The figure is intended to demonstrate the reference voltage / comparator structure that the voltage monitor uses for voltage sensing. The logic of decoding comparison values into voltage calculations as well and switch controls are abstracted. 

    5x inputs into the decoder represent the 5 percentage comparison values that VBMON_TH can represent, the 3 outputs represent the 3 bits for VBMON_TH:

    VREF is the configured VBAT Regulation voltage, so this is dependent on your VBATREG field register value.
