I need some clarification.The cathode current IKA mentioned in datasheet is only the current consumed by regulator or it includes the load current.IKA_min =0.6mA for this part

The Ika max includes the load current as when the load is off that current will go though the device. Yes the minimum current for the TL431LI-Q1 to provide proper regulation is 0.6mA.

Sorry I didnt get you.
My question is consider load current is 0.6mA,so the input resistor should designed by allowing 1.2mA (i.e. for 0.6mA cathode current for regulation and 0.6mA load current) or else input resistor designed for 0.6mA is sufficient

Thank you for your clarification, Yes you are correct. Given a load of 0.6mA you would need to design the input(supply) resistor to provide 1.2mA of current for the TL431LI-Q1 to have proper regulation at all times.
