LM25116: Not getting desired current from IC

• What do you mean by commercial product? Is this the EVM board from TI? 
• Do you know what the input voltage and current to the device is?

the input voltage usually goes from 10V to 16V, depending on the pedaling , starting from 12.5V the battery charger start to consume current (due to the battery in the other side), at full speed of pedal, the max current it generates is 9A

Since that board is not made or sold by TI, I cannot comment on how it works but it looks like the IC is not the problem here. 

Can you attach a system schematic? 

From what I understand, you're using a pedal generator to charge a battery which is then the input of the buck? Is this correct? What is the load on the other side of the buck?

the schematic of that board I don't have it, but it uses the same IC and a similar configuration as the image i uploaded.

Yes, i am using a pedal generator , the load on the other side is a battery charge controller
