    Yes, COMP pin is for the compensation components, the  Rs and Cs set the poles and zeros to compensate the power stage.   

    The datasheet for LM27403 has good overview of control loop link  on page 34.   

    Additionally on the TPS56121, the comp pin is used to set the switching frequency.
