Thank you for reaching out to TI with your questions regarding the UCC27624.
When ENx is low, OUTx is low as seen by the Device Logic Table from the datasheet.
There is not a pull down resistor internally on the output PINs. The only pull-down resistance is the Rdson of the pulldown structure which is ROL and is 0.6 Ohms.
There is not a way to pull up the output when the driver gets disabled.

Are there any low-side drivers whose output becomes High-Z when disabled and can be pulled up externally?

We do not have any low-side drivers that become High-Z or pull high after being disabled. If there is a particular competitor device that this is targeting, please share that.
