Yes, the registers will reset to their default settings if the device is not being powered by VIN or VBAT or if an event occurs that causes a power-on reset (POR).
Please refer to section 8.5 "Register Maps" of the BQ21080 datasheet. For example, see the IC_CTRL register below:
The default/POR value of this register is 0x84 (84h). Additionally, the default values of each bit can be seen in the table. For example, bit 7 (the TS_EN bit) is "1" (1b1) by default.

Thank you for your answer.
I think I understood but just to be sure: if the device didn't have VIN or VBAT, the registers will reset to their default state. So, if we keep the VBAT (without VIN), the registers will be saved and vice-versa (with VIN and without VBAT).
