BQ25895: When the battery falls below the minimum system voltage, switch-mode converter keeps SYS above the minimum system voltage, no external power could do that ?

We use BQ25895 with 8000mAh lithium battery. we need a solution such as When there is no external power and the lithium battery voltage is below "minimum system voltage", SYS should be able to output a voltage above minimum system voltage.  Looking at the manual and the introduction of sys,"The internal BATFET is connected between BAT and SYS. When the battery falls below the minimum system voltage, switch-mode converter keeps SYS above the minimum system voltage. Connect a 20uF closely to the SYS pin" we understand that there is such a function. However, in actual testing, we did not see the sys voltage increase, but only measured a voltage that is basically the same as the battery voltage. How to understand this function? Does it mean that VBUS has external power, and this SYS will output a voltage higher than  battery voltage?
